France and Germany have been cooperating since 1963 in scientific and technological fields and, since 2019, have intensified their cooperation in the field of research and digital transformation, especially in AI and disruptive innovations. The ANR and the German Federal Ministry of Education and Research (BMBF) have just launched a second joint APP in AI.
On January 22, 2019, France and Germany signed the Treaty of Aachen to
strengthen Franco-German cooperation and integration. Among the priority projects planned as part of the treaty’s implementation was the creation of an “Artificial Intelligence Research and Innovation Network.” In 2020, the two countries signed a joint declaration of intent on the creation of this network, thus reaffirming their willingness to unite their efforts on the basis of their national strategies in order to create a framework conducive to new cooperation projects between the worlds of research and industry.
This joint network will also allow a better understanding of the needs in the field of AI and the results obtained will enrich the work in this field carried out at the European and international levels.
The call for projects in AI 2022
The second bilateral call for projects to encourage collaborations in AI is aimed at the following areas:
- Transport and mobility,
- Logistics and services,
- Energy (especially renewable energy),
- Environment and resource protection,
- Industry and production technologies,
- Society.
This call is addressed to two different types of consortia:
- Type 1: Research projects of a maximum duration of four years are expected, between at least two partners eligible for funding from the ANR and the BMBF respectively. For the ANR a research and knowledge dissemination institution, for the BMBF a higher education or research institution.
- Type 2: Research and development projects of a maximum duration of 4 years are expected between at least four partners eligible for ANR and BMBF funding respectively. For the ANR, a research and knowledge diffusion institution and a company. For the BMBF a higher education or research institution and a company.
Common Eligibility Criteria:
Project proposals must fall under one of the two project types in the call.
If a research organization participates in more than one joint project proposal, each proposal must have different project coordinators.
Type 1: Research Collaboration
Each consortium must consist of at least:
- A French partner belonging to the category Research and Knowledge Dissemination Organizations
knowledge dissemination in the European sense, - A German partner of the type of research institute and / or university (definition
according to German regulations).
Type 2: Research and Development
Each consortium must be composed of at least:
- For the French part: at least one French partner from the category
Research and knowledge dissemination organizations in the European sense of the ANR
and a Company established or having a link with France (see financial regulations) and requesting funding by the ANR in the framework of the project. - For the German part: at least one research and/or university institute and one company (definition according to German regulations).
Uniqueness
A project proposal cannot be similar in whole or in part to another proposal
submitted to a call currently being evaluated by the ANR (all calls for proposals combined, all
evaluation stages) or that has been funded by the ANR. The
similarity between two Projects is established when these Projects (as a whole or in part) describe identical main objectives or result from a simple adaptation.
Funding
Each party will fund the call up to 7 million Euros. The requested budget should not exceed 2.4 million euros for Type 1 projects and 800,000 euros for Type 2 projects.
Date of submission
This call for projects will be conducted in one step, joint project proposals must be submitted on the ANR and BMBF submission sites before September 22, 2022 at 1:00 pm.
