On the occasion of the GPAI Summit held on November 21 and 22 in Tokyo, the ministers of the GPAI members issued the following statement.
1. We, the Ministers of the Global Partnership on Artificial Intelligence (GPAI) members, meeting in Tokyo on November 21-22, 2022:
2. Reaffirm our commitment to the OECD Principles on Artificial Intelligence, which are based on human-centered values that protect dignity and well-being and promote trustworthy, responsible and sustainable use of artificial intelligence.
3. Affirm our commitment to protect and promote the human-centered values and democracy that underpin an inclusive, development-oriented, sustainable and peaceful society.
4. Oppose the illegal and irresponsible use of artificial intelligence and other technologies that is inconsistent with our shared values.
5. Appreciate the progress and accomplishments under the leadership of France as 2022 Lead Chair with Japan as incoming Supporting Chair and Canada as outgoing Supporting Chair, such as work on data trusts, pandemic response, and climate change, as well as efforts to strengthen WAPI as a multi-stakeholder initiative.
6. Welcome new members Argentina, Senegal, Serbia and Turkey and confirm our shared commitment to working with our multi-stakeholder community in a collaborative manner with a commitment to the shared values and goals of GPAI.
7. We welcome the revision of the GPAI Terms of Reference, which aims to strengthen the dialogue between Members and Experts and pave the way for a financial mechanism for project funding and sustainability of the GPAI. We welcome the additional commitment of Members to finance the operation of the IAPG, including its Secretariat and the proposed pool of funds for IAPG projects.
8. We welcome the contributions of the participants in the Multi-stakeholder Expert Group (MEG) and the commitment of the Working Groups to complete their draft work plans and the MEG Annual Report, both of which illustrate their achievements and ongoing efforts, and contribute to increasing the visibility of the WAPG. We note the recommendations of the MEG experts on current AI trends and topics for MEG consideration.
9. We welcome the continued support and engagement of the OECD, as a permanent observer, and UNESCO, as an observer, and reaffirm our commitment to strengthen this cooperation and consolidate synergies for the responsible adoption of AI. We note, in particular, the creation of the OECD Working Group on AI Governance, which complements the project-based approach of the GPAI.
10. Reaffirm our commitment to the multi-stakeholder approach of the GPAI and to promoting stronger cooperation between public and private actors, including from science, industry, civil society, and labor, working on AI solutions that advance our common goals.
11. Look forward to the implementation of the work plan for the 2023 projects, and encourage Members to work closely with GPAI experts to promote better alignment between governments and the multi-stakeholder AI community.
12. Invite countries to work with us to protect and promote the shared values of the GPAI. We support the continued engagement of the GPAI with other relevant international forums.
13. We welcome the election of India as the incoming Chair for 2023 and support the intention of Japan as the lead Chair for 2023 to promote a resilient society through AI deployment and citizen empowerment as part of the GPAI priorities.
