The document available online, which is the result of this work, aims to better take into account the issues of sovereignty in the organization of cyberspace and to contribute to the definition of a doctrine of cyber defense.
This educational publication, available for download on the AFNOR website, aims to help take into account sovereignty issues in the management of digital risks and the definition of a cyber defence doctrine, while promoting awareness of new forms of threats in order to develop digital risk management principles to guarantee French digital sovereignty, strategic autonomy and resilience.
In a context of increasing interdependence and dependence on digital resources and globalized competition, government institutions have expressed the need to assert their sovereignty in cyberspace. Since sovereignty must be based on a territory, how can we define the digital territory necessary for digital sovereignty?
The members of the standardization committees on artificial intelligence and cybersecurity, including Patrick Bezombes, Chairman of the Artificial Intelligence Standardization Committee, and François Zamora, Chairman of the Cybersecurity Standardization Committee, with the support of the Digital Information and Communication Strategic Committee, have worked on this exploratory concept in order to lay the groundwork for legal and technical considerations.
